George M. Horioka,
CEO & Founder
Mr. Horioka is
a well known business leader having been
featured in print, radio, and cable TV as
an ardent spokesperson for entrepreneurship
in America. Having started and successfully
running several corporations, from six to
six hundred employees Mr. Horioka has enjoyed
a 27 year business career. Starting in 1977,
a year out of college with a degree in Economics
and Business Administration.
Mr. Horioka
started a small cleaning service that grew
into one of the largest firms in the State
of California. Later Mr. Horioka founded
a security firm that quickly became a standard
in the industry and was bought out by a large
publicly traded New York stock exchange company.
Along the way Mr. Horioka was instrumental
in a national franchisor that was rated the
6 th best managed franchise in the United
States under Mr. Horioka's position as CEO
of that Company. Mr. Horioka also continued
his education with additional studies at
Pepperdine School of Business and Management.
Mr. Horioka then began his foray into the
medical field by introducing new technology
into the medical community. He has since
devoted his full time to assisting physicians
with their practices.
Mr. Horioka was a guest of the White House under then President
Ronald Reagan where Mr. Horioka was asked his views on small business
in America. President Reagan's administration was instrumental in
helping the individual realize his dreams through individual effort
and business ownership.
Mr. Horioka was a member of YPO (Young President Organization),
and received his business degree from the University of Redlands.
He resides with his wife in Newport Beach, California.
Stanley Otake,
President
Mr. Otake is a respected health care
executive for 20 years; Stan Otake has a broad
understanding of the healthcare industry including
the operations of acute care hospitals, managed
care organizations, surgery centers and outpatient
programs.
In 1985, Stan joined National Medical Enterprises (NME)
and worked at Century City Hospital as a Marketing Manager. Stan
moved on in 1987 to San Luis Obispo to oversee the business development
and marketing activities for Twin Cities Community Hospital in Templeton,
CA.
In 1989, Stan transferred to Lakewood Regional Medical
Center as the Director of Marketing. In 1991, Stan left NME and joined
Pacific Health Corporation, a 5 hospital acute care operator as the
Vice-President of Marketing and Business Development. After
two years in the corporate office, he became the Chief Executive
Officer of Bellflower Medical Center, a 145 bed general acute care
hospital. At that time, he was the youngest CEO operating
an acute care hospital in Southern California. Stan left Bellflower
after seven years and became the CEO of West Coast Surgery Centers
performed over 1500 outpatient procedures/month at its facilities. Stan
is a graduate of University of California, Los Angeles and currently
resides in Seal Beach, California.
Conrad A. Carr
Chief Operations Officer
Mr. Carr began his career in medicine
as a LVN where he worked in a hospital environment for several
years. He
was an outstanding nurse and the hospital
asked Mr. Carr to move into a managerial position where they paid
for him to attend school to become of certified medical coder. Mr.
Carr's' practicable knowledge provided him a key insight into medical
billing and collections. He gained valuable experience in coding
complicated surgeries and other medical procedures and provided him
the impetus to start his own firm. Mr. Carr
founded Conrad Carr Medical Billing and Collections
Services on his kitchen table. Mr. Carr in 2004 formed a strategic
partnership with Alliance and has become
a valued management member of the team. Mr.
Carr resides in Newport Beach, California.
